Where does grant money go if employee quits before the end of physical year?

I’m wondering for accounting and legality, if a contract is obtained with funds earmarked for a specific employee, let’s say a case worker, and the employee quits half way through the contract, and the job position doesn’t get filled for some time, what happens to the grant money?

Is it legally required to return the funds that weren’t used during the period of time there was no employee in that position?
