Can a non-profit require you to pay a fundraiser buyout?

I have two boys who are in a local baseball league in Indiana. The league has an initial charge to join the league. Once the season starts they have a fundraiser that you either have to sell a minimum amount of items or pay the league a specific amount of money. Does anyone know if you have to pay that money, or is it a donation that they're strong arming parents into paying? I've recently started suspecting them of wrong doing (not showing me form 990s when asked, not being labeled as a non-profit in our state database, and their business status set as administrative dissolved on Indiana's business site) and am concerned about giving them any more money. Any help with an answer or pointing me in the right direction would be greatly appreciated.
